I have the honour to acknowledge the receipt of
Your Excellency's letter of the 24th instant in which you
recommend the prohibition of enemy subjects expelled from
Kongkong proceeding to the British Concession Shamien, and
the adoption in Shamien of action with regard to German
residents similar to that taken in Hongkong, and to forward
for your information the enclosed parapfrases of cypher
telegrams addressed by me on the subject to the Secretary
of State for the Colonies.
